The Engineering Department is responsible for planning, designing, and implementing maritime infrastructure projects such as jetties, Ro-Ro and Ro-Pax terminals, fishing harbours, approach roads to jetties and ports, and coastal protection works along Maharashtra’s coastline. अभियांत्रिकी विभाग हे जेट्टी, रो-रो व रो-पॅक्स टर्मिनल, मत्स्य बंदरे, जेट्टी व बंदरांकडे जाणारे पोचमार्ग तसेच महाराष्ट्राच्या किनारपट्टीवरील किनार संरक्षणाची कामे यांसारख्या सागरी पायाभूत सुविधा प्रकल्पांचे नियोजन, रचना व अंमलबजावणी करण्यास जबाबदार आहे.

Projects include passenger jetties, Ro-Ro/Ro-Pax terminals, fishing harbours, fish landing centres, approach and connectivity roads, floating pontoons, dredging works, and protection structures such as breakwaters and groynes. प्रकल्पांमध्ये प्रवासी जेट्टी, रो-रो/रो-पॅक्स टर्मिनल, मत्स्य बंदरे, मासेमारी उतरणी केंद्रे, पोचमार्ग व संपर्क रस्ते, तरंगते पाँटून, ड्रेजिंग कामे तसेच ब्रेकवॉटर व ग्रॉईन्ससारख्या संरक्षणात्मक रचना यांचा समावेश आहे.

Projects are funded through multiple sources including Central Government schemes (Sagarmala, FIDF, PMMSY), State budget allocations (floating pontoon & allied facilities, Rail Road Connectivity), District Planning Committee (DPC) funds, and MMB’s own budgetary heads. प्रकल्पांना निधी विविध स्त्रोतांमधून उपलब्ध करून दिला जातो. यात केंद्र शासनाच्या योजना (सागरमाला, FIDF, PMMSY ), राज्य शासनाचा अर्थसंकल्प (तरंगते पाँटून व इतर सुविधा, रेल्वे/रस्ता जोडणी), जिल्हा नियोजन समिती (DPC) निधी तसेच मंडळाचा स्वतःचा निधी यांचा समावेश आहे.

Sagarmala is a flagship programme of the Government of India for port-led development. Under this, MMB receives 50% project cost funding from the Central Government, with the balance funded by the State Government. सागरमाला ही भारत सरकारची बंदरआधारित विकासासाठीची प्रमुख योजना आहे. या योजनेअंतर्गत प्रकल्पाच्या एकूण खर्चापैकी ५०% निधी केंद्र सरकार देते व उर्वरित खर्च राज्य सरकारतर्फे केला जातो.

Fisheries & Aquaculture Infrastructure Development Fund (FIDF) and Pradhan Mantri Matsya Sampada Yojana (PMMSY) are implementing by Central Government through State Fisheries Department. Some of these Projects are assigned for execution to Maharashtra Maritime Board by Fisheries Department. FIDF (मत्स्य व जलचर पायाभूत सुविधा विकास निधी) आणि PMMSY (प्रधानमंत्री मत्स्य संपदा योजना) हे प्रकल्प केंद्र शासनामार्फत राज्य मत्स्य विभागाद्वारे राबवले जातात. यापैकी काही प्रकल्प महाराष्ट्र सागरी मंडळाला मत्स्य विभागाकडून अंमलबजावणीसाठी सोपविले जातात.

Project needs are identified through demand studies, stakeholder consultations, requests from local authorities, and recommendations under Central and State Government schemes. प्रकल्पांची गरज मागणी अभ्यास, भागधारकांशी सल्लामसलत, स्थानिक प्राधिकरणांकडून आलेल्या मागण्या तसेच केंद्र व राज्य शासनाच्या योजनांमधील शिफारशींवरून निश्चित केली जाते.

Project sites are identified based on traffic demand, connectivity requirements, community needs, and recommendations from Central/State Government schemes or District Planning Committees. प्रकल्प स्थळे वाहतूक मागणी, संपर्काची आवश्यकता, स्थानिक समुदायाच्या गरजा तसेच केंद्र/राज्य शासनाच्या योजना किंवा जिल्हा नियोजन समित्यांच्या शिफारशी यांवर आधारित निश्चित केली जातात.

Administrative Approval (AA) for works is a formal sanction or authorization given by a competent authority to proceed with a project or public work. It confirms that the project is necessary, justified, and in line with policy objectives, and that funds are available or will be allocated for its execution. Administrative Approval is accorded by Competent authority from Scheme implementing Agency or Department. प्रशासकीय मान्यता म्हणजे एखाद्या प्रकल्पास किंवा सार्वजनिक कामास पुढे नेण्यासाठी सक्षम प्राधिकरणाने दिलेली औपचारिक मंजुरी होय. या मान्यतेद्वारे प्रकल्प आवश्यक, न्याय्य व धोरणात्मक उद्दिष्टांशी सुसंगत असल्याची खात्री होते तसेच त्यासाठी आवश्यक निधी उपलब्ध आहे किंवा उपलब्ध करून दिला जाईल हे निश्चित केले जाते. अशा प्रकारची प्रशासकीय मान्यता संबंधित योजनेची अंमलबजावणी करणाऱ्या विभागातील सक्षम प्राधिकरणाद्वारे दिली जाते.

Technical Sanction (TS) to the project is the formal approval of the technical aspects and detailed cost estimate of a work or project by a competent technical authority. It is granted after Administrative Approval and before proceeding for tender procedure. तांत्रिक मान्यता म्हणजे एखाद्या प्रकल्पाच्या तांत्रिक बाबी व सविस्तर खर्च अंदाजास सक्षम तांत्रिक प्राधिकरणाने दिलेली औपचारिक मंजुरी होय. ही मान्यता प्रशासकीय मान्यतेनंतर आणि निविदा प्रक्रियेपूर्वी दिली जाते.

Contractors and Consultants are appointed through a transparent tendering process in line with Government of Maharashtra Guidelines. कंत्राटदार व सल्लागार यांची नियुक्ती महाराष्ट्र शासनाच्या मार्गदर्शक तत्त्वांनुसार पारदर्शक निविदा प्रक्रियेद्वारे केली जाते.

MMB ensures quality and timely completion by adhering to the following criteria: महाराष्ट्र सागरी मंडळ खालील निकषांद्वारे प्रकल्पांची गुणवत्ता व वेळेत पूर्णता सुनिश्चित करते:

Project progress is tracked through regular site visits, monthly reports from contractors, third-party inspections, and review meetings to ensure timely and quality execution. प्रकल्पांची प्रगती नियमित स्थळ भेटी, कंत्राटदारांचे मासिक अहवाल, तृतीय-पक्ष तपासण्या व आढावा बैठका यांच्या माध्यमातून तपासली जाते, जेणेकरून प्रकल्प वेळेत व गुणवत्तापूर्णरीत्या पूर्ण होऊ शकेल.

All projects are designed as per Indian Standards, IRC guidelines, MORT & H and coastal engineering norms, with safety audits conducted during execution and commissioning stages. सर्व प्रकल्प भारतीय मानक, IRC मार्गदर्शक तत्त्वे, MORT&H मार्गदर्शक तत्त्वे व किनारी अभियांत्रिकी नियम यांनुसार तयार केले जातात. तसेच अंमलबजावणी व कार्यारंभ टप्प्यात सुरक्षा लेखापरीक्षण केले जाते.

Contract agreements include provisions for penalties in case of unjustified delays. At the same time, time extensions may be granted if delays are due to natural calamities, statutory clearances, or unavoidable circumstances. करारामध्ये अन्याय्य विलंब झाल्यास दंड आकारण्याची तरतूद असते. तथापि, नैसर्गिक आपत्ती, वैधानिक परवानग्या किंवा अपरिहार्य परिस्थितीमुळे विलंब झाल्यास मुदतवाढ दिली जाऊ शकते.

Completed projects are maintained by the assigned Contractor as per the Defect Liability clause in contract for specific period mentioned in the tender agreement. Maintenance of project is carried out either by MMB directly or through local authorities. पूर्ण झालेले प्रकल्प करारातील दोष दायित्व कलमानुसार (Defect Liability Clause) निश्चित कालावधीसाठी नियुक्त कंत्राटदारामार्फत राखले जातात. त्यानंतर प्रकल्पांची देखभाल महाराष्ट्र सागरी मंडळ थेट करते किंवा स्थानिक प्राधिकरणांमार्फत केली जाते.
